Wise was educated at Gatton Agricultural College, Qld and worked as adviser in Tropical Agriculture in W.A. from 1929 to 1933 when he entered the W.A. Legislative Assembly as the Labour member for Gasgoyne. From 1935 he held various portfolios in the Collier and Hawke Ministries and from 1945 until 1947 was Treasurer and Premier.
